Proposed Summit Raceway Rules Changes
By-Laws
Recommend the following changes to the by-laws:
1) After becoming a member, there will be a 30 day probation period before the new member is allowed to vote. Exception to this will be if the membership is paid at the time of general membership renewal.
2) D.O.C. is to be voted on and approved by the general membership. An alternate will also need to be approved.
D.O.C. nominees will be added to the ballot along with Board of Directors.
3) Remove all:

Protest Procedure (Procedural)
These are rules governing track running procedure and are covered in the Track General Rules. The By-Laws should cover only Governance Procedure Only!
4) Rookie of the year honors will be awarded to the Rookie that finishes highest in the championship points standings (provided they drive the minimum of 50% of the main events).
Track Rules
** The track rules as posted on the web site need to be cleaned up and put into proper order to match the rule book.
Safety
#1 Enforce the “Half White” rule.
#8 Carburetor Throttle Springs:
GEN-X cars with Fuel Injection or Throttle Body Exempt.
#10 Drive Shaft Hoop:
GEN-X Exempt due to front wheel drive.
#12 Exhaust System:
Change to “Exhaust must exit further back than drivers seat in a safe manner. Except IMCA Modifieds, which must conform to IMCA rules.”
#13 Fire Extenguishers:
Fire extinguisher in car is optional. Each cars pit must have a fully charged A.B.C. rated minimum 5lb. fire extinguisher with their cars number clearly marked on it.
#15 Fuel Systems:
G) All cars must have either a safety fire wall between the driver and the fuel cell, or a “Flapper Valve” installed in fuel cell.
#23 Roll Cage:
A) Minimum 6 point roll cage for Pro-stock and Modified Mini. 4 point roll cage for Pure-stock and GEN-X. IMCA as per IMCA rules.
D) Pure-Stock: 1 ½” dia. .095” wall Steel Tubing allowed, or 1 ¾” black pipe. No galvanized pipe or pipe fitting will be allowed
E) Pro Stock: 1 ½” dia. .095 wall Steel Tubing allowed, or 1 ¾” black pipe. No galvanized pipe or pipe fitting will be allowed
H) Add: Recommend 1/16” plate to be added to drivers side for added driver protection.
#24 Seats:
B) Replace with: High Back Racing seat Mandatory. Recommend Aluminum Racing Seat.
#30 Window Nets:
A) (Need to define “fishnet type”. Maybe add “No string type”
Racing Procedures
#2 Number of laps for races.
Should be determined based on car count.
# of cars Laps
3-4 = 15
5-8 = 20
9-15 = 25
16 or more = 30
*May be changed by D.O.C. to improve the show.
#7 Remove this rule from the rule book. (If you need a tow or push, wave a white flag.)
**Need to add to rules:
Predetermined set number of cars to run per heat race.
Track Rules
#6 Protests:
The rule book is inconsistent with the bylaws with fines and timeline. Recommend that rule book be changed to match the By-Laws.
#7 Drivers Responsibilities:
B) Recommend to remove part of the second sentence: “for no money or points”.
C) Add the following:
Points will be awarded to the car provided the registered driver assigned to the number has raced in at least 80% of the main events for the season. If a driver does not participate in the minimum amount of main events, the following penalty, or penalties, will apply: Last place points will be given for each night the car does not meet the minimum amount of main event races. (Note: the driver will receive the winnings for the position they placed in for the night.)
D) Recommend to replace the wording to:
All classes except GEN-X must do their share of wheel packing of the track. All cars must complete a minimum of five (5) laps of packing. Failure to do so will result in that car starting in the back of all events. Track officials may waive this only for a good reason. A substitute driver will be allowed, but not a substitute car.

#6) Engine:

A) Change web site to match rule book. (Muffler required)
#10) Radiator:
A) Change web site to match rule book. (add: “In stock location”)
#12 Seats:
A & C) Change web site to match rule book. (High back racing seat Mandatory.) Add: Recommend Aluminum Racing Seat.
Proposed ECAR Class Rule Changes
Pure-Stock
#5 Carburetion:
B) Change wording to: Unmodified Holly 4412 allowed. (Brian Thorp to comment. Wording to be same as other N. NV. Tracks)
#6 Engines:
C) Change to: “No solid or roller cams allowed.”
#8 Frame:
D) Fire extinguisher optional in car.
#11 Roll Cage:
E) Change to same as recommended for general rules changes.
#12 Seats:
B) High back racing seat mandatory. Aluminum seat recommended.
#15 Tires:
C) Change to state that tire size allowed is based on tire width that is printed on the sidewall for ease of tech inspection. Maximum P235.
#18 Wheelbase:
A) Change minimum wheelbase to 107.5”.
#19 Wheels:
A) Change wording to include “reinforced center stock steel wheels are allowed.”

Modified Mini
#8 Frame:
B) Frame connectors allowed. (Needs to be added to the web site. Already in rule book.)
#9 Fuel:
A) Change to: Gasoline only. No Alcohol or Methanol.
D) Add: “Or must have a fire wall between driver and fuel cell.
G) Fire extinguisher in car is optional.
#11 Roll Cage:
K) Change to same as recommended for general rules changes.
#15 Tires:
D) Change web site to match rule book. “No brand name racing tires allowed.
#18 Wheels:
B) Change wording to: Wheel spacers allowed (one per wheel) not to exceed 1”.
C) Change to: Bead locks are allowed, right rear wheel only.
Safety rule: Fire retardant neck brace required. (might add to Track Safety Rules for all classes)

Pro-Stock
#1 Battery:
C) Add: Battery must be tied downwith metal strap or tee bar.
#2 Body:
E) Remove this rule. It would allow for crossovers.
#6 Engines:
F) Change to: Allow roller rockers.
#7 Exhaust:
A) Allow cross over headers (no zoomies or 180 degree headers)
#8 Frame:
** Allow 2 x 3 .095 wall tube chassis from stock front clip back, must be over slung.
#9 Fuel:
A) Gasoline only. No alcohol or methanol.
G) Fire extinguisher in car is optional.
#11 Roll Cage:
B) Change to same as recommended for general rules changes.
#12 Seats:
High back racing seat is mandatory. Aluminum recommended.
#13 Steering:
** Allow heim joint and swedge tube for steering rod assemblies.
#14 Suspension:
** Need to add “N” and “O” to web site. Already in rule book.
** Allow 3 link setup.
** Allow after market upper and lower rear control arms, box tubing only, no swedge tubes or heim joints, non adjustable.
#15 Tires:
C) Change web site to match rule book.
** Allow tire of choice no less than 40 durometer.
#16 Transmission and Drivetrain:
B) Change to: Multi disc clutch or internally clutched transmission allowed. |
